Applications, through on line registration in the offices of ESI Corporation in Maharashtra Region, are invited from Indian Citizens, for filling up vacancies of Upper Division Clerks (UDCs) & Multi Tasking Staff (MTS) in the pay structure of PB-1 Rs.5200-20200 plus Grade Pay Rs.2400/- and PB-1 Rs.5200-20200 plus Grade Pay Rs.1800/- respectively plus D.A., H.R.A. and Transport Allowance as per rules in force from time to time applicable to the employees of the E.S.I. HOW TO APPLY : Candidates should apply only On-Line through System Generated Online Application Form, complete in all respects, enclosing the above documents and the relevant Demand Draft should be sent by ORDINARY POST ONLY, in a closed envelope, super-scribing on its left hand corner, as “APPLICATION FOR THE POST OF UPPER DIVISION CLERK” OR “APPLICATION FOR THE POST OF MULTI TASKING STAFF ”, as the case may be so as to reach before the last date 15.02.2012, to the following address: – P.O. Box No. 8709, Andheri (East), Mumbai – 400 069. Last date of receipt of applications (hard copy of system generated online application) is 15.02.2012 by 5.00 P.M. General Instructions:
a) Candidate should submit ONLY one application for one post. They may apply separately for more than one post. Submission of more than one application for same post may lead to rejection of all the applications submitted for the post applied for. Applicants are advised to keep the Demand Draft, particulars of educational qualifications, work experience details, Caste Certificate in case of SC/ST/OBC candidates, ex-servicemen details and other personal details ready, as these details required to be entered in the ONLINE Registration.
b) The candidate selected/appointed shall be liable to be posted anywhere in Maharashtra Region Mere submission of application does not confer any right to be called for
examination.
c. Application with unique number printed out after On- line Registration from website after completing the registration process will only be accepted. Colored photographs not older than 3(three) months. (The identical photograph should be used in the subsequent process of selection.)
d. Signature of running hand (block letters not to be used.) In-complete /unsigned applications, received without valid Demand Draft & photographs (In the case of applicants for MTS, certified copies of the certificates such as educational qualifications, caste ,community etc .also required to be submitted alongwith the application) and those received after the prescribed last date for receipt of application ,will summarily be rejected without any communication to the candidate.
e. No TA/DA will be paid to any candidate including SC/ST candidates for appearing in the written test. Wrong declaration, submission of false information or any other action contrary to law shall lead to cancellation of candidature at any stage. Fee once paid will not be refunded under any circumstances.
f. g. Applications received other than through online process will not be entertained and they will be rejected summarily. The system generated hard copy of Online Application duly signed by the candidate along with the examination fee (wherever applicable) received within the stipulated time shall only be considered as a valid application for the post advertised.
i. Those candidates who are employed in Govt./Semi-Govt./Autonomous bodies etc. should send their system generated hardcopy of online application “Through Proper Channel”. However, they may send an advance copy of system generated hardcopy of online application alongwith Demand Draft, certificates and testimonials so as to reach this office on or before the last date.
j. Only the Community /status certificate in the prescribed Form in the case of candidates belonging to SC/ST/OBC/Es-Servicemen /PWD category issued by the competent authority will be accepted.
k. Medical Certificates issued by the Competent Authority, specifying the extent of disability, in case of Physically Handicapped (PH) candidates. Discharge certificate in support of service period rendered in case of Ex-serviceman. No objection certificate (NOC) from employer. About the organization:
The ESI Scheme is a unique multidimensional self financing social security scheme in which every contributor is a benefactor and a beneficiary. This integrated scheme of health insurance provides comprehensive medical cover and cash benefits in the contingencies of sickness, maternity, disablement and death due to employment injury to the Insured Persons and their dependants. Employees, employers, State Govts and the Corporation are the major stake holders in the system of organised and coordinated effort providing social protection to benefactors. The role of employers, in particular remains pivotal to the success of the scheme, be it surveys for coverage, implementation, registration of factories/ establishments, registration of employees, regular payment of contribution, facilitating inspections and timely action to ensure steady flow of benefits to the employees.The Act, in the first instance, applies to all factories ; which means any premises including precincts thereof whereon 10 (ten) or more persons are employed or were employed on any day of the preceding twelve months, and in any part of which a manufacturing process is being carried on or is ordinarily so carried on, but does not include a mine subject to the operation of the Mines Act, 1952 or a railway running shed. [ As per ESI (Amendment) Act, 2010 which has come into effect w.e.f. 1-6-2010 ] As of now, employees of factories/ establishments, that fall within the ambit of coverage, and earning wages not exceeding Rs. 15,000/- per month (w.e.f. 1-05-2010) are covered under the ESI Scheme. The provisions of the ESI Act, have also been extended to the following classes of establishments under Section 1(5) of the Act.At the national level, the ESI Scheme is administered by a statutory body called the Employees’ State Insurance Corporation (ESIC), set up under ESI Act, 1948, which comprises representatives of employers, employees, the Central Government, State Governments, medical profession and the Parliament. A Standing Committee constituted from among the members of the Corporation acts as the Executive Body for the administration of the Scheme. The Medical Benefit Council, a statutory body, advises Corporation on matters connected with the provision of medical care to the beneficiaries of the Scheme. The Director General, is the Chief Executive of the Corporation and is also ex-officio member of the Corporation and of its Standing Committee. At the state level, Regional Boards have been constituted in each State and the grass root level, Local Committees have been formed as advisory bodies for smooth functioning of the Scheme. For day-to-day administration, the Corporation has its Central Headquarters at New Delhi, besides Regional Offices and Sub-Regional Offices in the States and over 800 Branch Offices etc. at industrial centers throughout the Country. The Medical care under the Scheme is administered by State Governments, who have the statutory responsibility in this regard, except in Delhi State and Noida area of U.P, where the medical facilities are being provided directly by the Corporation. With a view to provide facilities for early detection and diagnosis of occupational diseases among ESI beneficiaries, the ESI Corporation has set up five well equipped Zonal Occupational Disease Centres at Kolkata, Delhi, Mumbai, Chennai, Nagda. These Zonal Occupational Diseases Centres cater to the needs of ESI beneficiaries of the neighbouring States also. The provisions of the ESI Act are not applicable to factories or establishments, run by the State Governments / Central Government, whose employees are, otherwise, in receipt of social security benefits substantially similar or superior to the benefits provided under the ESI Act. The case of each such Public Sector Undertaking, is decided on merit by comparing the quality and quantity of benefits being provided to the employees by the concerned managements, with those admissible under the ESI Act. The “Appropriate Government”, may grant or renew exemption under Section 87 of the ESI Act in respect of a Factory/Establishment or class of factories or establishments in any specified area from the operation of the Act for a period not exceeding one year at a time. Exemption Under Section 88 of the Act is granted by the “Appropriate Government” to employees, or class of employees, who remain away from their Hqrs. for more than 7 months in a year, and those employees who are posted in non-implemented areas. No exemption, under Section 87, or Section 88 can be granted unless a reasonable opportunity has been given to the Corporation to make any representation and the same is considered by the “appropriate Government”. Exemption Under Section 90 can be granted to a factory / establishment belonging to any local authority such as a Municipality / Corporation, etc. if employees in any such factory/establishment are otherwise in receipt of benefits substantially similar or superior to the benefit. provided under the Act.
